How many nicotine pouches are authorized in Canada?

The register lists two, and the number is more interesting than it looks: both sit on exactly 4 mg, because 4 mg is the line Canada draws between a non-prescription health product and a prescription drug. A short list is what that boundary produces, not a measure of how many pouches exist.
