Health Canada's published position has five parts. Nicotine pouches require authorization in order to be sold in Canada. An authorized product carries an eight-digit Natural Product Number. Pouch-format nicotine replacement therapies are to be sold by a pharmacist or under a pharmacist's supervision, and kept behind the pharmacy counter. Authorized new-format NRT pouches are restricted to mint or menthol flavours. And unauthorized nicotine products can be found online, and are not to be bought or used.
On top of that sits a provincial layer, which deals mostly with minimum age and where a pouch may be used rather than with what may be sold. The federal minimum is 18 and several provinces set 19. We require buyers to be 21 and over — above every provincial figure, so a single rule covers the whole country. Age is declared once, at the gate, before any of the shop is reachable, and we reserve the right to verify it before an order ships.
